I love art and want to make a christmas gift for my blind priest. He wasn't born blind, but I want to know if a blind person could understand what a regular statue might look like by feeling it?
Tactile art. Great stuff. Attention to detail is best, as the fingers will find every little area and provide feedback that emphasizes the textured effect. A statue is a great idea as it can be made specifically for the tactile experience. As for paintings, there is a local artist here who incorporates computer boards and chips into his paintings, making them tactile. Also wire mesh, leaves, small model figurines......just about anything can be used to add a kinetic/tactile feature to paintings.
Your thoughtfulness in this endeavor is rare indeed. You are to be commended for your consideration.

Many Blind people are uncannily good with music. How about a harmonica, or a small guitar. Maybe a keyboard. People who are talented with music dont need to see their instrument after they are familiar with it. I can play my guitar with my eyes closed, or a keyboard too. A start in music at a young age might make a lifelong companion, and creative outlet for him. A decent harmonica that might last him can be had for around 20.00 dollars or less sometimes, and can teach someone a lot about music.

I was even thinking of a picture frame with braille on it--so he could be part of the pictures. I am wanting to get something extra special that will make his life more easier.
I suggest:
cuff links
money clip
bracelet
gift certificate to his favorite restaurant
audio book
mug or flask (like many groomsmen receive)
What are his hobbies? Give him something related to one of his hobbies.
I really don't think a picture frame is a good gift for him. Sorry.
Wedding gift? Here I was assuming he was one of the groomsmen. He is getting married, correct? Check the registry. Or ask his bride what is needed for their home. But please skip the picture frame.
apologize.
I was thinking of a jaunty sombrero, or perhaps the first three seasons of 21 Jump Street on DVD.
What should I get?
*cries*
Pokito has a fondness for Amish country butterscotch pie, as well as saddles that have the neon lights under the foot straps. If you want to butter up Wonder while you're at it, I suggest Queen Pristine PottyParts turtle scented wipes.
